State Mandated Cross Connection Control Programs
Process
The purpose of a cross-connection control program is to prevent the occurrence of backflow into a potable water distribution system to protect from contamination or pollution from any on-site hazards entering the system. The program specifically requires that backflow prevention assemblies (BPA), devices or methos provide protection are installed and maintained to provide protection against any adverse conditions that are typically found on a user’s premise.
It is important and required by the Cross Connection Control Policy Handbook (CCCPH implemented 7-1-2024, see link below) that a properly installed approved BPA can protect the distribution system from hazards. Certified licensed specialists are needed to properly evaluate the degree of hazard that may exist in the distribution system. Hazard types that are identified in distribution systems along with the required level of protection are specified in Chapter 3 of the CCCPH.
A successful program will have ongoing observation of the Public Water System to ensure BPAs, devices or methods are tested and maintained, and to identify any new hazards or changes in the distribution system. In addition, the program provides information regarding the onsite responsible administrator, how to handle and report an incident, should one occur, along with annual requirements and submit of maintenance records on the distribution systems, backflow testing and repairs, etc.
The handbook has specific guidelines for water purveyors, backflow service companies and plumbing companies for testing, repairs, installation and maintenance of backflow devices which helps to protect against substance backflowing into the water distribution system.
